don't tell him first. You have to find out if he still has the feelings for you. or you will only ruin the friendship.
ask yourself why is he your ex. what ended the relationship? Is the problem still there or is it solved? study the previous relationship you both had and ask yourself honestly if it is really going to work out this time.

well you gotta ask yourself why you guys broke up in the first place. then ask yourself is it worth it. sometimes friendship is more valuable then a relationship. i say tell him and see how he responds. only time will tell and always remember good things don't come easy. be patient and don't rush into things. good luck!
