The quick answer to your question is "children deserve the economic benefits of having wealthy parents-- even where those parents may divorce."
Wealthy non-custodial parents generally DO NOT pay a percentage of their income for child support since in many cases that would lead to exorbitantly high child support payments. But what does happen is that the non-custodial parent is given enough child support to raise the child at economic levels that would have existed had the two parents stayed together.
If the custodial parent made $10,000 a year and the non-custodial parent made $10 Million a year, should the child not reap the benefits of his non-custodial parent's wealth-- as the child would have had the parents not divorced?
I suspect that Jay-Z's baby would live a life of luxury-- and such a lifestyle is costly. No, the baby's momma shouldn't be spending the money all on herself. And I bet Jay-Z would haul her back into court if he thought that was happening-- or if he thought the 55K in chump change was too much for him to pay. As long as the child is reaping the benefits of the child support payments-- living in a nice house and being driven around in a nice car, wearing nice clothes, eating good food-- then the money is being appropriately paid and spent.

it should cost the same to raise a child weather the father makes a million dollars a month or a thousand dollars a month. just because the father is wealthy doesn't mean he would recklessly spoil his child if he were married to the mother. there are too many times when the mother is being supported by child support and not the child

The answer is much more simple than you think .... attorneys can't expect good fees if they can't get the excess money. Money makes the system work - no different than in any other business. the attorneys want it, the court wants it and so on. the money is far deeper than justice and child support. Of course the courts have the kids best interest in mind. But regarding the wealthy, the situtation is an opportunity.
Wealth implies excess - more than what is needed. So, the guy wants to keep more than what is needed, she wants more than what is needed, and the attorney wants as much of the excess that they can get. Makes sense? If there isn't a battle for the excess, their isn't decent fees.

Depends on what the judge says was the previous standard of living, I think. If the father/mother was poor, the child support reflects that. That's why some guys commit fraud and quit their jobs sometime before the divorce is finalized.

As he should. It's a percentage based upon your salary. Do you have any idea how much raising a child costs? If the parents are split, they should split the costs. Are you suggesting that Jay Z should be paying the same amount as some guy who only makes 10K a year? I think not. If the daddy's got the dough, he should be contributing as much as he can to ensure his children grow up with what they need to be happy and healthy. No matter if you're Jay Z or Joe Schmoe.

in normal families the father pays child support that is balanced with his income....the idea is to support the child and also let the father live decently also. however, alot of women marry the rich man , [this is money in the back for them] so that when things go bad in the relationship they can get big bucks from them
this is totally wrong and unfair.[ i wish i could be the judge in these type of cases, because i would not let this happen.]
