I believe the phone company says to just hang up without comment. I've also heard the whistle idea works well.

Lets see....Do you have caller id? If so, you likely know who it is that is calling you. When I was a kid and I knew who it was there were all sorts of things I would do.
I would get their address and order a few pizza's to their house. I would order taxi cabs to their house. I would call back and give em an obscene call..

ask em if their refridgerator is running and instead of being bored enough to make prank calls they could go shopping for shoes for therrrrre fridge

I tell them I am a cop, or work for the phone company and I am tracing. One kid cried and apologized.

Answer your phone God Loves You and you will be surprised how many hang up calls you get but I never get obscene phone calls and seldom get solicitation calls.
