This is something I don't understand...
I am suppose to reorder the following sentences to place modifiers as close as possible to the words they are intended to modify.

Here it is:
The ballad singer heard most of the songs he later sang wandering through the hill country.

The question you need to ask is this: who or what is doing the wandering? Put that "ing" phrase as close to the person or thing it is talking about as possible. In this case, it is worded so that the songs are doing the wandering.

Reorganize the sentence so that the ballad singer is doing the wandering:

Wandering through the hill country, the ballad singer heard most of the songs he later sang. (This means that he wandered along through the country and heard songs. Later he sang these songs.)

With "ing" phrases always look for who are what is doing the "ing" and put those close together.
