I was an Explorer so I know this one.
If you have a gun, They don't want you reaching for it.
And w/ your hands on your head and your ankles crossed and down on the ground you can't reach for a gun. And their are some that tell you to keep one hand on your head and another on your shirt pulling it up while doing a 360 degree turn which also for a gun purposes.

Police use this during felony traffic stops.
If the suspect is turned away (not facing the officers) he/she will have a much harder time shooting an officer. You also want to bring the suspect to you to cuff. Therefore, you have them walk backwards to you so that you may remain behind cover.

You are a threat when nearer than ten feet. You can't rush them with your back turned. If you make a quick turn in that area they have no choice to shoot you in self defense.

Sobriety test. If you can walk backwards towards them with no problem, then you are most likely sober. If you have had too much to drink, or are high on a drug, then you can't do it. You trip, stumble, fall, sway, weave from side to side, etc...
