Unless you were circumcised, the foreskin will always go over the meatus of the penis..It is designed as a covering, not something that changes shape or purpose.

foreskin is attached to the head when your are born and unless you are circumcised, it satys there for a little while to protect the head. As you grow older, the forerskin gradually loses it's grip on the head and should be easily retracted (pulled back toward your body). By early to late teens (yep a wide time period), the foreskin and th ehead should be completely separated so you can retract it fully and expose the entire head.
Of course if you are circumcised, you don't have a foreskin to retract or pull over your head.
If you are intact then your head is naturally covered most of the time and you can expose it by retracting the skin. Though if you have a tight foreskin (phmosis) then you need to stretch it so it will retract.

gideon clearly does not have a foreskin and is uneducated, leaving you with bogus advice. YOU SHOULD NOT PULL BACK THE FORESKIN before it is completely disconnected from the glans (head), which occurs sometime during puberty. Nobody should ever force your foreksin back--this is a common occurance in the United States which ritualistically mutilates male's genitalia and doctors and parents are simply uninformed of how to care for the intact penis.

Sometime in your teen years the foreskin should naturally separate from the gland allowing for retraction. If you have phimosis (tight foreskin), you can practice stretching exercises or have a procedure done to loosen it.

If you mean retracting the foreskin, you really shgould have been doing this since you were around 4 or even 5 years old.
If it is too tight to retract, or painful and tight with an erection you will NEED to see a Doctor.
As they may need to help you out.

I too have foreskin and when I was about 6 or 7 my father inst-
ructed me to pull the foreskin back. At first it was difficult but it
didn't take long for the foreskin to pull back easy.
Kinda difficult to urinate with foreskin but if you pull back the
skin you urinate normally. Also heard have to keep the penis
clean to prevent any infection?

depends if u were circumsized or not..if not it will always go over the head...
