Of course it is ok to say that you are sorry for being mean. I always like that and I like to give people second chances...I see it as no one is perfect. It never hurts to tell someone you are sorry. I also say sorry to people if I'm mean to them, or being moody or whatever. Like I said, no one is perfect, and when we do something wrong or mean, it is always good to say that your sorry. It doesn't even matter if they forgive your or not, it is the fact that you care enough and have feelings enough to do it and admit that you were wrong. So I say it is okay to apologize. All that matters is that you feel better in the end and if you make them feel better too, then that is great too. :-)
