Because they ran out of money after paying the talented actors and needed one extra and shes like "PLEAaAASE GIVE ME A JOB. 7th Heaven is the best thing I've ever doneeee"
So they throw her a cheeseburger and 5 bucks and tell her to put on a lot of makeup and stand still and give her 2 lines in the whole movie.

Good question! She really sucks! She can't act, not even on a lame show like Seventh Heaven. She should be kicked out of the acting profession, hot or not. And that horse mouth full of teeth... ick!
