Generally speaking, the average person would not be able to see the information; that is, unless you let them, even if it were unknowingly. However, should you or your neighbor pick up a virus, it could make it possible for either one of you to make it possible for the other and others on the Internet to not only view the contents of your hard drives, but even take control of your computer as well.
By the way, just so you know, sharing a DSL or Broadband Internet connection with a neighbor is illegal. Plus, it also opens your network up to others who might be trolling through the neighborhood looking for unsecured networks like the one you are looking to set up with your neighbor, and when they find one they hack into the computers and steal information, then crash the system or plant a virus once they are done.
Consider yourself forewarned!

Sharing an Internet connection is deferent from home Networking. You might share an internet connection with next door, but you will not have access to his file or folder ( we are talking about average users) until you set up an home or small office network on each PC joining the network.( again we talk about average user not the hackers).

The answer is yes and no, I share a connection with my daughter, she has a laptop and I have a desktop. I cannot see what she does and she cannot see what web sites I see.
Now, if this person is very good at computers, you have to be careful, because when I shared connections with my son, he could turn off and on my computer with his computer.
It all depends on how much you trust this guy. Like I said before if he is very knowledgeable on computers he can see everything in your computer and you will have no way of saying who did what on your computer.
*****I WOULD NOT DO IT**********
This is why my son has his own line now.

They will only be able to access folders you have shared.
So If you set your History or Temporary Internet Files folders as shared, your neighbour can view these.
You can tell if a folder is shared, it has a hand underneath the folder.

Why would you let your neighbor share your internet connection. Suppose he doesn't pay his half of the bill?

If you are set up for sharing they will. If not they will not. Is your connection wireless? if so you can secure it, go to the routers web site, then they can't share it.
