Or, if someone knows a link to a site where I can look this up. By how many hours was the time changed?
I am doing a horoscope chart for a friend of mine, and we are not clear of this topic.
Her B-Day is Aug. 10th of 1951.

From 1945 to 1966, there was no federal law regarding Daylight Saving Time, so states and localities were free to choose whether or not to observe Daylight Saving Time and could choose when it began and ended.

I cannot answer your specific question, but I can tell you that it is a good question, because this site explains DST was not observed nationwide in 1951.

By the way.... your friend is almost exactly the same age as I am, within just a few days. I was born in Illinois, and I'm pretty sure they were on DST then.
