Please tell me that either you are kidding or that you have never ever had a class on the US Government?

Either way....

The state of Michigan and the US Congress (the federal government) have a law making bodies known as bicameral. This means that they have 2 separate and distinct law making assemblies.

In the case of both Michigan and the US Congress those assemblies are the House of Representatives (lower house) and the Senate (upper house). They operate in similar ways.

The Michigan legislature deals with making state laws and the US House deals with making national laws.
