In IE, click Tools, Internet Options, Privacy. In the Pop-Up Blocker section, click Settings. Enter the address of the sites that contain pop-ups you would like to allow, click apply. Now they should appear.

Try this:
Click on Tools at the top of the web page
click on Pop up blocker
click on pop up blocker options
from here you can customize your pop up blocker the way you would like it.

ve checked the pop-ups on this site are ok, and they still come up, try getting a new pop-up blocker, or just turn it off and deal with it.
