Yes, it seems quite strange after all the predictions. However, we still have 2 months, at least, left in the season. The reason may lie in several different factors, one of which is wind sheer--that stops strong storms from developing. There's also the fact that the ocean waters are cooler in the north Atlantic (maybe from the Arctic and Greenland melting). (You can watch the daily fluctuations in ocean warming from the site listed in the source.) There's also an El Nino (or is it La Nina?) effect where the Pacific waters get hot and thus lessen the chances of Atlantic hurricanes.
