Can a employer hold your pay check? If you quit your job, can they hold your paycheck? Lets say until you return all your uniforms?

They are required by the Labor Board to provide you with compensation for the hours you worked, regardless of any other monetary dispute they may have with uniforms, etc; Unfortunately, most small companies just don't care, they'd rather get their stuff back than comply with the law. If they persist, you can certainly turn them in.
