In most cases the maintenance is either done in a truck repair shop, or inside the fire station itself. Most larger jurisdictions have their own apparatus maintenance divisions. Repairs that are not done by them are done by truck shops.
The reason that you do not see the fire apparatus in the shop is because most truck repair facilities are located in industrial areas, and unless you have a reason to go there, most people do not!

I worked on fire trucks for some time. There are so many extra items to be serviced on a fire truck they need constant maintenance, and yes, they do get towed when they break down. The thing about fire trucks is, they are emergency vehicles that need to be running at any moment. Service work is done very quickly on trucks that are in service to keep these truck ready to go at a moments notice.
There are several shops that specialize in repairing and manufacturing fire trucks, but they are not on every corner. Sometimes the fire departments will drive the truck across the state or further for major repairs that cannot be done locally.

Most of the time, they don't need maintaince because they just sit there... but as others say, if it's the chassis itself (engine, transmission) it's usually sent to the dealer or a truck repair shop in the area... Usually the fire specific items are either serviced by a road crew that goes to the fire station to fix the problem, or the truck is brought to a fire apparatis dealer which as someone said, is usually either in the boondocks or in an industrial area
