Well, I think that it's already very good that your working on your muscles and doing cardio, because the two together already help you lose weight (cardio) and speed up your metabolism (muscles). Always keep them balanced. But how long do you exercise each one of these days? A person should exercise at least 20 minutes, 3 times a week. Keep that in mind.
All you should really do now is eat 3 balanced meals a day, meaning you should have all your food groups in every meal. At breakfast you should have at least 3 food groups and at lunch and dinner you should have all four. Also, your meals shouldn't be huge, keep each food group at one portion and eat healthy snacks in between meals when you get the munchies. If you don't know what a regular portion of meat, vegetables, bread or dairy is, then ask a nutritionist.
Don't eat when you're not hungry, and stop eating when you stop being hungry, not when you're stuffed. If you have a big appetite and one slice of white toast isn't enough, then you can replace it buy whole weat and you get 2 slices in one portion. And try to keep junk food to a minimum. I'm not gonna tell you not to eat junkfood at all because that would make it feel like a diet and this shouldn't be a diet, it should be a lifestyle. Think of what you're FAVORITE junkfood is. For me it's chocolate or poutine (a food they have in Quebec). You can have one of this food every week. If you don't wanna eat it just once a week, then take one portion and seperate it into little pieces, and when you get a craving, eat one piece and keep the rest for the rest of the week.
Oh, I forgot to mention. Im sure many people have told you that breakfast os the most important meal of the day? Well that's because it gives you energy for the rest of the day. Whatever you eat at breakfast you lose the calories for during the day. Eat the biggest meal at breakfast. At lunch have a meal that's a bit smaller and at dinner have the smallest meal because after supper you don't do exercise, you usually go to sleep so the food just sits in your stomach.
I know this seems really complicated and long and hard, but it's more simple than it seems. Once you get started and get the habit of doing all these things they become part of you and in the end you don't even realize you're doing them. Best of luck.

What ever you do, DON'T change your eating habits.
Yes, please eat heart healthy, but don't follow any of those "fad" diets, and the key is loads of water (you can never overdrink water). Make sure you eat many small meals rather than fewer large meals, that's what kicks in your metabolism.
I have been ritually walking a few miles every few days in June/July and mid August, and now that I am in college, I walk more often and lug around a 20lb backpack.
I drink loads of water, and was recently told that I have lost 14 lbs in the past 2 months. I can really feel it in my clothes and have gone down 2 cothing sizes, but really don't concern myself with the "numbers" on the scale.
For your arms and thighs, your doing the right thing with weight training. Just remember that depending if you want to tone, light weights with more repetition and for building muscle/burning fat, more weight with less reps.

Eat a tonne of fruits and vegetables, since they contain alot of water and fiber which both fill you up, flush out your pesky toxins and are chock full of antioxidants... Try to add lean protein into every meal - like chicken sans skin or beef with fat and skin cut off and cooked very well to take out the fat. Adding in herbs and spices are much better than gravy for flavor... Chewing food well is something that alot of people don't do, because if they did - they'd spit out their chocolate and McDonalds. Try to keep your carbs to a low, try whole grain bread. It has a nutty taste.
Add in a little olive oil, to tell your body that it can start burning fat because fat will be coming.... Olive oil is healthy fat, not really Crisco...
Another thing to think of - you are what you eat and can't you help but notice how so many people who eat fish are as smart as hell?

I stayed away from beef and red meats, I will eat chicken brest and fish and lots of veggies, salads to. I also stayed away from some sweets but remember your body needs some suger to. I eat whole wheat cerals in the mornings and fruits. I would eat a light snack for lunch like a banna or a garnellia bars. Eat a early supper not before bed. I strech every morning and work out only what I enjoy doing like hikeing bike rideing and swimming . working out doors or keeping house as a mom does. If you want to stay tone this is the best work out ever. If your turning fat into muscel then keep up with your work out your doing now.remember muscel weighs more then fat and you will be buff not lean and slim.when you lose muscel it turns back into fat and can leave streach marks. good luck

Try to just eat healthier and exercise. But don't starve yourself that can be dangerous. Do about 50 to 100 sit-ups every night an in no time you'll have a 6 pack!

I just want to say DO NOT STOP EATING!
That messes with your metabolism so bad - and irrepairably too. So perhaps stick to yogurts, bran, chicken, vegies, and LOTS of H20. But some times dear, if you are exercising and eating very little and not losing weight it is another problem. Thyroidal or genetics or some times just a poor metabolism. At that point you need a doctor's advice.

cardio workout is the answer, not anaerobic weight training (which will cause you to gain muscle weight). What is cardio? You probably know, but just consider this: Get your heart rate to 60-70% of its max (I think its 220 minus your age) for 20-30 minutes per day 3-4 days per week. That is the answer... This will raise your resting metabolic rate such that you will be burning more calories in your sleep. More importantly, you will just FEEL better once you get into this routine.

You will need to start eating healthy and get plenty of water for your work outs. Contrary to popular belief drinking water will NOT cause you to gain weight but will keep you properly hydrated and prevent dehydration. If your looking to lose weight focus mainly on cardio once you've lost the weight then focus on weights because it builds muscle(which weighs more than fat). The weights will also help you to tone up.

try limiting red meat in your diet(don't veg out, just remember that meat is supposed to supplement our diets, not be the staple), eat more whole grains and fiborus foods(vegetables, fruit)-try snacking on nuts/raisins in place of chips/fries/candy. Also, eat breakfast when you first wake up, and eat six small deals throughout the day at 2-3 hour intervals, as opposed to 2-3 large meals at 4-6 hour intervals. With the exercise you should be healthily dropping fat and gaining muscle. Also-drink water, lots of water.

Watch what you eat. I have read that sugar is more addictive than cocaine. Saying that stay away from sugar as much as you can. Water is very important also. As another person stated Atkins does work, but I hear that Dr. Atkins had a heart attack and died, but I am not sure if it is true. Research would be the key for that. Good luck!!!
