The quick answer to your question is "Evict them."
But, sadly, there's nothing quick about that. Get an attorney to start the proceedings and in the meantime, don't do anything stupid to make the deadbeats case any better for when you get to court.
You have a duty to maintain the habitability of the dwelling since you're the landlord. So, do not disconnect vital services such as electricity, heat, or water. Do not go into locked areas used only by the tenant unless you have the tenant's consent. Do not harass or threaten the tenant.
Once you get to court, generally the fastest way to get someone out is to tell the judge you need to move in. You or at least a family member. Not some new tenant. If your attorney thinks it's true before you get there, it makes for a better case. Even then, the judge is likely to give the tenant some amount of time to find a new place to live. And whether or not you'll get what is owed to you is very uncertain. And you or your family member will have to move in, at least briefly, after you've had time to clean the place up.
The hope is that you'll be better at spotting the dirt bag tenant next time. And that you'll take the time and shoulder the expense of getting references, doing a credit check, and getting first month's, last month's, and a security deposit of at least one month's rent. That means you'll have about two months to start evicting the next dirt bag that slips through....

You mention a $200 water bill bill and tons of money? Is water included in the rent? If it is in their name then don't worry about it, the water company will cut it off. If it is in your name then YOU have the service dicontinued.
As the person who owns the house and has rented it you DO have a right to enter the premises. But you must by law ask for permission, and give a digsignated time, say tomorrow at 5:00. the rentor dosent have anything to say at that point. You can give any reason you need to. Such as to check on the water heater, some appliance or whatever you can think of.
Once you enter you can evalute the condition for yourself. Refer to the lease as of requirments. Otherwise an "un-tidy" person can't be evicted. But damage to your property and home is cause to terminate the lease in most cases if you have so stated in the Rental Agreement..
You may have to give an eviction notice, which allows them 30 days. If they are not out, then it will go to court and that is usually another 30 days. Mail a notice of eviction, then place one one the door.
Do they have a lease? Read it and surely they is some statement as to condition of eviction?
Do YOU provide any of the untilities? If so have them diconnnected.
As the landlord/property owner it is up to you to evict the rentor. By calling all kinds of local services does nothing more than make a dificult situation more dificult. You may end up in court to prove any acusations made.
Keep it simple, follow the eviction clause in the rental agreement.
Others tips: and I hope there is a lease to back these things up...
Keep adding late charges: generally 3-5 days after the due date you can add a late fee of whatever amount you specify in the lease.
State that the carpet is dirty, in need of repair or replacement.
State that the yard is un-kept, un-mowed, and trash.
Take pictures of whatever you see in case you do have to go to court.

You need to consult a lawyer and begin the eviction process. I would also try to hold these people liable in small claims court for the bills and money they owe (there is no guarentee you will ever see a dime, but it is worth a shot). Most areas have some legal process to evict someone from a rental unit. This would be the best way to go, get rid of them first and try to get your money out of them later.

Follow the proper legal procedure in your state for eviction based upon non-payment of rent. Some states require notice before filing, others do not. You don't need a lawyer to do this.
The fact that it is "your" house doesn't matter. You assigned certain rights when you rented it, and one of those rights is the right of entry. They can come and go as they please ... you cannot.
And unless you reserved the right of re-entry under certain conditions such as for inspections in the lease, they don't have to let you in except in an emergency situation.
If they are truly trashing the house, you may be able to evict based upon that, but non-payment evictions are much faster.
Doing idiotic things such as "cutting off their utilities" is called a self-help eviction ... and it is against the law.

You might want to get some legal advice. I was in your shoes back in January when my bum renter skipped town. It was alot easier than evicting him.

actually, you have to go to court to forcibly remove them. a good bet though would be to cut off all the utilites, and make it clear that you will take them to court if they don't get out, and hopefully they'll get the message.
