There are numerous softwares available on the net if you wish to build a website. Some of them are free while others aren't. If you wish to build a web site, you may try these options:
Free Softwares
1) Coffeecup - A great tool for beginner. Your project will be easier to upload to your designated server. Though this program lacks the variety of features and functionality of the commercial version of CoffeeCup's HTML editor, it can create fairly neat and functional personal Web pages. This WYSIWYG editor is well-designed and easy to use, with drag-and-drop functionality. For beginning Web design, this is a great tool.
2) Nvu - More or less, similar to Coffeecup software and it has advance functions as well. Highly recommended if you wish to rty creating your own web site.
Paid Softwares
FrontPage - Develop by Miscrosoft for web site editor. Not much comment here but I've experienced several hiccups in the software. It works well with Internet Explorer but not with Netscape or FireFox.
Dreamweaver - Another great tools by Adobe. This is the most widely used software to create a web site. Plus, you can have tonnes of guides on how to create a web site using Dreamweaver. Highly recomended even for web beginners..

Best way is to learn HTML and CSS yourself and use a simple text editor such as Notepad. Just go on google and do a search on: Beginner's Guide to HTML
If you use other programs that do the coding for you, you get a big mess of code that you don't need and you don't have complete control over it.

Use Netscape in the composer mode. And it's free!!
You simply input your text and the pictures and links, and Netscape generates the HTML code for you.
You can even copy things you like form other websites by just highlighting what you like and copying and pasting it into the Netscape page you create.

I use bravehost/bravenet =)
It is sooooooooo simple and if I may say so myself - the sites look professional.......
They even have their own message boards and other goodies you can add to your site for free~!
