Yes, geostationary satellites orbiting the earth at 22000 miles altitude will stay directly over the same point of the earth only if the satellite is in an equatorial orbit(orbiting around the equator). And of course, that point will be somewhere on the earth's equator. However, if the "geostationary" satellite is not in an equatorial orbit, then the satellite will only be directly over a given line of longitude. But the latitude will vary from the satellite's furthest latitude north, say (N) degrees, to the satellite's furthest latitude south, which would be (-N) degrees. Technically, this "geostationary" satellite, isn't a geostationary satellite.

At about 22,000 miles it takes 24 hours to orbit the earth. So, if you're circling the equator and going the same direction the earth is spinning, you'll stay over the same point on the globe.
