No, you can't. Not by any stretch of the imagination. The NES has 1.7Mhz as a chip, and less than 3Kb (yes Kb not Mb!!!) of RAM.
Even DOS 3.1 won't run on it. Theoretically some sort of command line OS could be installed, though the point of that completely eludes me.

you'll have a computer in the shell of an nes. but it would be really hard to find parts that would fit into one. and it might be some really hard modding...

Are you serious? You might be able to buy a keyboard or something for it (although I've never seen one), but I somehow doubt you can turn it into a fully functional PC.
