use a dremmel, you can cut it without hammering which will squish the can.
or for cheap,
insert a rounded wood peice in the can,
and hammer into it with a nail or a small chisel.....

You could freeze water inside the can, then use a hammer and nail to "tin punch" a pattern or use a hammer on a flat head screwdriver for a linear pattern.

get a heavy dut pair of tin snips. you can buy them at home depot or most hardware stores for under $20. make sure you get a heavy duty pair though. some of the light duty tin snips will just get destroyed trying to cut tin cans.

You can use aviator shears, which seem to work for some people, or you can use a hand saw with a blade designed to cut metal. You'll get more detail cutting by hand, even if it takes longer.
