Do a "search", find out if there is another copy in another file, like Prefetch, and put all of them in the trash (but don't empty it yet).
re-start and see what happens.

That file is part of the Microsoft Genuine Advantage Product Notification. Basically, its there to tell you that your copy of Windows is not genuine. The way to get rid of it is to buy a legal version, or buy a license from Microsoft.
