Because the director can use the shot to add drama to the scene.
Besides, you see an electric kettle in the background then it's just another prop, where as if you see a kettle above a lit gas flame then you know they're boiling water!

I know an American friend of mine was dumbfounded when I plugged the kettle in to make some tea - she had never seen one before!

In the States, we don't really use them. My mom always used a glass kettle on the hob of the stove. I've never seen one until I moved to England.

Its all about perception of the audience....simple.
But...your right, and electric-is useless as far as drama...better a whistling kettle......than..... a cut-out-switch!!
adds to suspense..drama, you name it...
