Waterboarding is a torture technique that is used in coerced interrogations or for punishment. In modern practice it produces a severe gag reflex and makes the subject believe his death is imminent, while not causing permanent or lasting physical harm. For this reason—and its reported use in the interrogation of US War on Terrorism detainees—its recognition as torture is disputed.

I heard them talking about this on the radio a few nights ago in regards to torture methods used on terrorists to get infomation out of them.
It was described as a tecnique where the subject is strapped onto a board of sorts, and then hovered above water while the interrogators are asking questions. If the interrogators don't believe the subject is telling the truth or that he is misleading them or being evasive, they proceed to submerge the subject under water and just before he suffocates, they bring him back up and revive him. They then repeat this process until they get the information they're seeking.

Waterboarding is holding someone's head under the water until a nano-second before drowning and doing it over and over.

Sounds like some already got it right, except I would refer to it as a harsh interrogation technique, not torture. Torture is having limbs pulled from their sockets, fingers cut off, hands cut off, electrical shocks, beating, breaking bones, etc. In other words the types of things done by the "insurgents" when they captured two US soldiers in Iraq. What we are doing are essentially hardcore psychological pressures put upon them, giving them the sensation of in this case imminent drowning but with no real risk to life or health. Not pretty but if it's a choice between some terrorist thinking he's going to drown for a couple of minutes, or a nuclear/chemical/biological/ device or a bomb being used to kill innocent civilians then I'm really not concerned with some terrorists comfort level.

The fifth torture technique used by the military to get information from a detainee. In it, the prisoner is strapped to a board, lies face up with a bag over his/her face, and a constant stream of water is poured on his/her face. In essence, the prisoner has the sensation of drowning. Bush approves of this as the 5th, the most severe of five steps used to interrogate prisoners.

It is something similar to a surfboard, except it is smaller and you are towed by a boat and water-ski on this board
the same as if you were on water-skis. It's almost the same as snow-boarding!!!!!!!!!!!
