It would help to know the name of your provider, but in general yes, you can restrict voice service but not SMS. I work for a cell phone service carrier.
SMS uses such a small amount of bandwidth compared to voice that it's quite frankly hard for me to believe providers charge for it.

I think whomever you restrict from calling will also be unable to text you, since the cell text features are usually listed by the caller/texter's
phone number. What you might want to do is restrict your calls, but allow for internet access via telephone for a specific messenger service or mailbox to receive your messages. That's what I did for my vacationing and it worked out great!

Most cell carriers provide the text service for a fee, so check all the details out with your carrier.

yes, you still can but you don't really need to call your provider, you can adjust the call barring for roaming option on your phone to reject voice call but still able to accept and send text or mms messages

It depends on whre you are. When i was in Mexico my phone worked just fine, when I went to Costa Rica my cell phone didn;t work at all.... wouldn't even show the time.

yes, i have had my svc suspended because i couldnt find it and text messages still came through. it may depend on the carrier you use also
