Sorry there are many things that make old engines run rich and exhaust parts wear out that clean up emissions. Did you have clean oil during the test and the engine was fully warmed up? O2 sensors grow weak with time. Give us yamsters HC, CO, CO2 And Nox readings and the RPM's at each test and your state's limits. Honda Had MPI injection system that year. With readings we can help you. ANd how many million miles are on the old car.

replace the sparkplugs, cap and rotor and hope for the best. you are not burning up the gas that is going into the cylinder at idle. at higher rpms the spark is higher to burn up the fuel. im sure the plugs are old or at least not new. change them and you should pass or at least get way better results. run the car with the new parts on the freeway for a while. get the emisions when the engine is good and hot. good luck!!!

Dude, you need to find someone who knows a "low threshold" gas station that does less than the required testing because of the volume of customers served OVER THE WEEKEND (Saturday).

This takes extensive research among friends and family.
