It depends on what you are going to be using it for. I suggest going to www.google.com and searching for "Free Web Hosts" ((I attached the link)). Most of them offer templates to help you get started!! HAVE FUN!

The cheapest way by far is to use one of the free website end web editors that abound on the internet. Some examples are: www.freewebs.com, www.angelfire.com, www.topcities.com, www.blueyonder.com. These are all free and also offer an html editor or an "easy" designer. The only thing I will warn you of when using these is that your site will have many pop-ups and / or ad banners as they have to make an income from somewhere - web space is expensive.

For making a free web-site you can go to
geocities.yahoo.com.
The problems with the geocities is that
1. You do not have a unique domain name.
2. There are lots of advertisements inserted in the site (well I admit its actually not free)

However, geocities would be good wayfor starters to get a practical experience of things/problems in HTML world. geocities provides a very good platform for starters to expeirment and learn without actually paying for web-servers or domains.

If you want to make your own web-site then you have to obtain/purchase a domain first. Obtaining a domian would provide you with the URL (e.g. www.raggy.com) that can be used for the web-site's name.
Then you would get some space on a web-server from some hosting company. You would to pay for that too. Getting a space on server allows you to store the HTML/site related pages for your web-site.

Now when the cost is concerned:
1. Domain not ending in .com are relatively less expensive . e.g. a domain www.raggy.co.in would be a less expensive domain than www.raggy.com
2. Web-server which is linux based is less expensive. This means you would have to choose between the scripting languages (othet than HTML) to use for your web-site. e.g. if you choose a Windows based server (IIS) then you can choose to code in ASP, ASP.Net. However this would be costly. If you want to go for linux based (Apache or PHP), then you can use C CGI or php scripts. The information which server the hosting company is provided on the company's web-site. e.g. you can go to yahoo's web hosting plan's URL :
http://smallbusiness.yahoo.com/webhosting/compare.php

There are several web-hosting companies out there. Basically you would have to google it and compare the prices for each company.
