A person is considered legally dead when there is no more brain activity. That is where the get the term "brain dead". Why? Because all of the other organs shut down except the heart. It can beat for awhile after death. Ever butchered a rabbit? You can hold the heart in your hand for a few seconds and it will beat very fast out of the body.

A person it pronounced dead by a doctor and no one else when a person's heart stops beating and/or they stop breathing and can not be resusitated.
I don't think that you can have the same distinction for the begining of life because they are two polar opposites.
