It implies that the one normally discriminated against (black, jew, woman, gay) shows prejudice and bigotry towards the type that would usually oppress them even if the individual were kind and accepting of them such as if a gay man were to show bigotry and hatred to straight people just because they are straight or a jewish person discriminating against all christians. I do agree that the term *reverse discrimination* is misleading because discrimination is - after all - what it is
