Look up GABA receptors online. I'm not a specialist but I think (among other things) that alcohol can bind to these inhibitory receptors like diazapeines (lorazapam(atavan)) etc. and create an inhibitory response by releasing Cl-. It's affects on other body organs are well documented also but as far as a neuronal response I think that's it. look it up online.
