5229 kbps is one of the slowest speeds i've gotten. it usually reaches up to 11Mbps. why does it change so much? and is there anyway i can stop it from doing that, so it could always be around 9-12MB?
(i have fiber-optic internet and there is no modem, the ethernet cable just comes from the wall)

The modem shouldn't have anything to do with your "speed" if you have 1 computer connected to it. I'm not familiar with Bearshare, but if you have more than one PC connected through the modem, you may loose some bandwidth the the individual PCs.
The software programs don't speed up your connection (not matter what their marketing claims), they simple cache web information locally so your computer can quickly access the graphics (which take the longest to download) from your own hard-drive, not over your Internet connection.

There a number of ways to increase your connection speed. One of the best articles I have read about improving connection speed is from ExtremeTech.com
"Hacking Windows XP: Speed Up Your Network and Internet Access " -- written by Steve Sinchak (http://www.extremetech.com/article2/0,1558,1722543,00.asp)
The following is an excerpt from the article:
"Depending on the type of network connection you have, you might be able to tweak your connection so that the speed of your Internet, as well as your local area network, will be faster. By hacking the System Registry and editing the TCP/IP parameters, you can fine-tune the values to take advantage of more reliable, faster Internet connections, such as DSL and cable. it might not be your Internet. if your computer is slow you Internet Will be even slower. if it takes a long time to get on then its your computer. you could always buy a good modem like a linksys from best buy or radio shack. they have some pretty good speeds. run a disk cleanup anyway. go to start then my computer then right click on local disk or hard drive then click on properties the click disk cleanup. when it fin check every box then click finish. get a linksys wireless too just in case you need wireless Internet

you need to get a software to help you tweak the Transfer Control Protocal that each time you miss a bit it chops your speed in half.TCP is the number 1 download slowdown

things that uses your Internet like: msn, yahoo, icq ares, kazaa, winmx, bear share, makes your Internet connections slower so if u want to make your bear share faster close down all the Internet applications, including windows Internet explorer
