~With great difficulty. Russia hasn't had a Tsar since 1917. However, you could write it in English. Unlike Americans, most Russians were, and are, multi-lingual.

If you want to wright a good freedom speech, lock yourself in a cell with notebook and pen and wright about the suff that you would like to be doing.

Start it off with "I had a dream" or "We the people in order to form...." And then go from there.
