I'm wondering if what I want even exists and if it does, if it's going to be cost-prohibitive...

In running this a large co-op community. It's a mess. There are 50+ users making orders and when the community collapses the threads (after 50 comments are made), it's a nightmare trying to keep everything straight. Really, ideally, I want to have a customer-editable database where they can enter their billing information securely as well as their order and can always keep it up to date if they need to change anything. I also need to be able to have running totals of all the orders together somewhere, as well, but I can do that manually, I suppose. It would be nice if that was something done automatically so I can't screw it up.

The only thing that kinda does this is Yahoo groups. It's free, the database is built in, but I have to ask the members to go join there and I don't want to lose anybody in the transition or lose anyone who doesn't already have an account there.

i am not realley sure. if u like own a business check into servers. they might come with a program to fit your needs. check out dell.com they probally will help. sorry dont know much about your problem

You might want to looking into open source CRM tools. CRM means customer relationship management.
There are open source tools like SugarCRM, CivicCRM, Compiere, etc.

Most of these use PHP, MySQL database, and Apache or IIS webserver. You can get a PHP/MySQL hosted account from some provider like pair.com for about $10 a month I think.

I personally have run PHP/MySQL/Apache on a user-mode linux account, for around $18 a month. See for example linode.com. But that requires knowledge of how to install and set up linux applications from the command line.
