Its rare for it to be displayed. Not rare for someone to carry it. You have to inherit the recessive form from both parents to display it. If each parent has both the recessive and dominant allele (this is called being heterozygous for a trait) the chances of the child displaying the recessive trait are 1 in 4, and 3 in 4 for the dominant trait.

The term rare is relative though. There are plenty of people in the world with blue eyes, but compared to the people with brown eyes (which is dominant), it can seem pretty rare.

Polydactyl (more than 5 fingers on a hand) is a dominant trait and it is rare.

Achondroplasia (dwarvism) is a dominant trait and it is rare.

So although the recessive traits tend to be more rare than the dominant traits, their rarity is not a defining characteristic.

in fact it is more than dominat allele sometimes.

example; 6 fingers is dominant to 5 fingers
