There are plenty of deserts in the inland.
There will be more tornado happens.
Land heats up a lot faster than water, so during the day light, the land will be hot and causing more warm air going up.
The overall temperature of the globe will be much hotter during the day and cold during the night.

how would it be.. well 100%= a whole and 75% would be 3/4 . your percentage is 71 and 29. if it is 4% less than 3/4 that that means that is alot of land. the world would have alot of land and very dry. 29% of water is alittle. well and that answer dryer can be different. depends on how the geological features of course. if its mountains, forest, or just dry like the dessert. but for sure, more land animals than sea creatures.

there would be a severe water shortage obviously, but also, water heats slowly so if there were less water, the weather would be wild. Like one day could be warm and the next it'd be really cold just because the water is present to stabelize the weather.

I would imagine that the overall climate would be dryer. There wouldn't be as much rain due to less water going to the atmosphere from the oceans.

There would be less people in this world for one.
The Global temperature would rise and the humidity level would be minimal..
But, you have to ask yourself?? Would there be life still on this Earth if that was the case?? And, if that was the case nobody would be here to answer that question nor would you be here to ask that question......

Life as we know it might not have evolved (according to the theory of evolution), and since all life supposedly began in the oceans, it would have been much harder for life to evolve.
