In a civilized nation? I believe it has proven to be Singapore as a whole. That country has some extremely strict laws regarding garbage, litter, and smoking, even chewing gum was illegal there for a long time (because it gets spit out)! I imagine that the cleanest civilized city lies in Singapore.

Victoria, British Columbia. That city sparkles. Beacon Park is the most impressive city park I have ever seen. It is flat out beautiful as is the rest of the city, especially the inner harbor. Of, course I have only seen a handful of the cities that would compete for this honor. I imagine Singapore is clean as well. I drove through Victoria once with my wife and her friend. He friend was eating sun flower seeds and throwing the shells out the back window. A lady drove along side of us and asked us to stop littering the street. I have never seen this anywhere else. Citizens in Victoria have a real sense of pride in how their city looks. During most of the year their are flower baskets hanging up in the downtown area everywhere.

lol EPCOT isnt a city, its has no citisens except for the crazy robot things. but if it were a city, it would win the prize for the most boring city in the world.
Do you know what EPCOT actually stands for? it stands for Experimental Protocal City Of Tomorrow. thats what good ol' Walt called it. personally i think it should be called EPCOT (Every Person Comes Out Tired) and isnt in the truth!!!

Singapore it is very clean you can get flogged for littering, put in jail for chewing gum on the subway and forced to clean whole blocks as community service for very minor crimes.
