i want animation style pictures, where an artist can sketch pictures from photographs to make them come alive.

Try craigslist.org and search in your city, you can find a local illustrator to do this project. They should be able to show you a portfolio of their work and a list of references you can call.

Word to the wise, cheap and illustration do not go hand in hand when you're also looking for quality work. These designers are artists which is a skill and skills cost money.

Cheap looking catalogs do not sell products. This is one place to spend a little extra money.
