The 3 best schools: University of the Philippines, Ateneo de Manila University, and De La Salle University

The Ateneo de Manila University would be your best bet. From what I've heard, AdMU actually even offers year-abroad programs that send its students to France, Japan and the US, among other countries.

De La Salle University-Manila, The University of the Philippines and The University of Asia and The Pacific would come close. But I'm not so sure of The University of Santo Tomas...

English is a primary mode of speaking and teaching in most universities in Manila. You won't find it hard to enroll in a university here as long as your papers are in order. I would recommend the University of the Philippines because it is the premier state university as well as one of the best. Other universities that readily accept foreign students are the University of Asia and the Pacific, Ateneo de Manila and De La Salle University.

ateneo de manila university, de la salle university, university of asia and the pacific (im not sure if this i really the name of the 3rd one...) are just 3 of the elite schools in manila. a lot of filipinos can speak english so yeah... you'll have no problem with that...
UP or university of the philippines is also another school... they already accepting foreign students as far as i know.
you could also try ust (univesity of sto tomas)
