I have an External 60GB USB Hard Drive. Is there any way to set up a PASSWORD so no one can access the Hard Drive except me?

Not really. Instead you have to encrypt the contents of the drive. This will slow down access to the files on that disk, but they'll be protected very well. If you have Windows XP and the drive is formatted as NTFS then you can right-click the folder/file and choose properties then set to Protect or Encrypt.
