do it in Bulgaria the exchange is better, here they charge you for every exchange in Europe there is competition among the moneychangers and some guide will always tell you where it is cheaper. Do not exchange in the airports, they are outrageous. Watch your money in Bulgaria , a lot of pick pockets, not kidding.
Buy with your credit card when possible you get a better exchange.

As Bulgaria joins the European Union on January 1st 2007, won't they be using Euro's by then? If so it shouldn't make a difference where you change them as it's a standard exchange rate throughout Europe.

Only change in hotels. Mafia offering "good deals" will rip you off with old currency or paper prints from a computer. Friend of mine was ripped off this summer.
