Don't dance during the singing portion of your audition. There will be a separate dance audition if dancing is required.
With all due respect, Scarlett O'Hara is not a good audition monologue. Choose a monologue which is spoken by a character near your own age. The monologue should not exceed 2 minutes in length and shorter will be fine. The monologue should be thoroughly memorized, so you won't have to worry about the memorization when you're auditioning--you'll probably be a little nervous.
Here's a tip about auditioning: the people you're auditioning for want you to be good. They are sitting there hoping you knock their socks off! (I've directed plays and I know a lot of other people who direct and we all feel the same way about it.) Walk in there and perform for your "new friends" who want you to be wonderful!

If you feel that movement would enhance the song, go for it. But keep it simple!! And practice exactly how you are going to do it every time you rehearse. For "Just around the riverbend" I would do a simple little sweep of the arm for "around the riverbend." Or during "what I love most about rivers is," you could put your hand up to your chest on the word "I" because it is accented. Or during "where the gulls fly free," look a little bit higher than you had been and then return to looking at your audience. Don't do too much though. Keep it just to a few planned out actions!

No - the movement will interfere with your breathing, and your singing will be off. It's also distracting to people who are trying to hear if you have the range the character in the play must sing.
If they are interested in your dancing ability, there will be a choreographer or dance captain there who will give you a short routine to copy.

Just stick to what they want at the audition.If they want dancing, the audition call would have made mention of that. Also try to stick to something simple for your monologue, nothing fancy. The best monologue in my opinion is the one Scarlett O'Hara does when she talks about never starving again:
Scarlett: As God is my witness, as God is my witness they're not going to lick me. I'm going to live through this and when it's all over, I'll never be hungry again. No, nor any of my folk. If I have to lie, steal, cheat or kill. As God is my witness, I'll never be hungry again.

dancing while you are singing might not make you sound as good, just sing with your arms if you know what I mean.
