I say Naruto because Scorpion don't have as many deadly techniques as Naruto. Naruto's Rasengan technique would send Scorpion back to the pits of hell.

while scorpion is dead and can" take on tons and tons of enemies." don't count young uzamaki out. he may be young but is very powerful though undisciplined. what he lacks in skill he more than makes up for in creativity "NINJA HAREM" anyone. and while scorpion can take on many waves of enemies naruto himself can become an army through his shadow-clone jutsu not to mention the substitution jutsu and while scorpion is dead naruto's trump card the nine-tailed demon fox within which grants him a huge chakra as well as nigh-invulnerability through regeneration. so i think if push came to shove naruto through sheer instinct and invention would overpower this adversary ---though maybe just barely--blakarrot
