What are those called? dresses or skirts, they look like fancy shirts but they go down to your upper thigh, and you wear a little waist belt with it? what are they called? help please.

They are called a shirt-dress. They look really cute when you wear them with skinny jeans and pointed toe shoes.

It's not a skirt. It's a dress, or sometimes called a shirt-dress or shirtwaist dress.
