I know there are bars and clubs in Los Angeles.

Or you can get a few of your friends together and throw a [surprise] party for him.

He's 21. The options have now expanded.

Use your limited imagination. I'm sure you could come up with something that a 21 year old could do on his birthday.

take him to church. I find the whole "going out drinking cause you turned 21" bit is overratted. Can't go wrong with church- take him to confession.
