Okay well to crazyalex4437....thats not always the case.
Accents can be acted out. Commonly in the 'movies' people with british or european accents have a more wordly and mature 'adult' way of looking at things. Its a spoof, saying the baby is more intellagent than the mother, father, sister, really obese brother, and talking dog don't all understand.
It also is a spoof on Sigmund Freud, Freud (psychologist...) believed that it is common for young boys to have dreams and want to kill their father. In this case, its flipped...Stewie's always trying to kill his mother.
