A dual fuel towel rad: will have an electrical element (like a tiny immersion heater) fitted in addition to the standard connections to a heating system. In all respects it is a radiator with two heating sources, one electric, the other via your existing heating system. If your heating is off (in summer) you have the facility to have warm towels. Thermostatically controlled elements are best - but not cheap.
