Usborne books has a seried of picture based dictionaries. naturally, most of the words used in these books are nouns. While I have never seen a picture dictionary that goes into deeper linguistic concepts (verbs, adverbs, etc.) you may want to try using the representative symbols many programs use with autistic students who are completely non-verbal. There are lots of websites out there and, if your brother is currently in a program that works with a wide range of autistic students, they should be able to direct you to the sites they use most frequently.

I don't know how old he is but a picture dictionary for upper elementary students might appeal to him. He also might enjoy looking words up on-line as they sometimes have pictures to explain the meanings.
