Try reinstalling the application, but if your worried about that hurting your computer, then don't worry becasue it doesn't.

wen does this appear? If you start a messenger program perhaps? or just at start up? It means one of your dlls might be missing. you might have installed something that corrupted this dll. If this shows as you start windows, then..
For windows xp home,
all programs>accessories>system tools> system restore
in case of xp professional , you usually find system restore in all programs then accessories.
Once you get to system restore, restore the system to a date when you are sure no such error messages were shown.
In case, its when you start a messenger program, then uninstall the messenger program and reinstall it. usually , yahoo messenger with BT shows it. install the version for US. It will go fine then. If it doesn't solve the problem, then uninstall your current version and install an older version.

dell has a free support team than can help you resolve just about any PC issue why haven't you contacted them just go to help dell its free.
