I would take the job with the other employer.....I don't like for people to play games. They took for granted that you would be there and didn't expect for you to go and look for full time employment somewhere else......If they took you for granted once they'll do it again

I would not accept the counteroffer. It seems that they really want to keep you, but if they were really financial stable they would have asked you to stay before. They don't really want to lose you - but if they didn't have enough $ to pay a full time salary before how can you be sure that your job is really safe? Even if the job is truly safe (and this can change at any moment), I would be worrying about it all the time, wouldn't you?
If they are not hiring right now, but decide to hire you, does that mean they are going to fire someone else? If not, I would be suspicious. Maybe it's busy enough now that they need you (and that's why they hired a temp) but who knows what things will be like in a year from now.

I am an employer and have been through similar situations over the years. Sometimes if you have an above average employee, you really don't want to lose him/her. However, the timing for creating a position isn't quite right at the time. When facing the possibility of losing the person, you decide to take a chance and step up the time table a bit in order to save the employee. It happens and is not always a bad deal for the employee.

I would take the counter-offer.
Your current employer wasn't going to accomodate you, under normal conditions. But the fact that you forced them to do something they didn't really want to do, shows that you ARE valued by them.
Everything else being equal about the 2 offers - take the counter-offer. In the future, the fact they want you might prove leverage.

Not so some times a counter offer is what they should have been paying you before and another company has made them aware of just that.

Maybe they didn't offer the job to you earlier because they didn't want to have to pay you a full-time salary and provide benefits, but once they were faced with you leaving, they changed their minds.
