Okay, some people don't understand that the question was 'anime' apparently. I'll list some of my favorite ANIME (and if you wanna hear my favorite MANGA you can ask too):
Hana Yori Dango
Marmalade Boy
Kodocha
Ouran High School Host Club
Bokura ga Ita
Fruits Basket (if only because I love Ayame)
Victorian Romance Emma
I'm more of a yaoi/BL fan so that's about all I can give in that genre. I try to avoid the squeaky voices and 'magical girl' genre myself, but to each their own. With the exception of Fruits Basket (did I mention I LOOOVE Ayame?).
Oh, and Fruits Basket isn't really lovey-dovey either. It's more of a cliffhanger. Most people just pick a favorite character in that one and fill in the blanks with their own mental romance. lol!

Fushigi Yuugi has been said lots and it's my all time favorite romance anime...closely followed by His and Her Circumstances or Kare Kano (in manga form...the manga is better and more indepth)...Boys Over Flowers (pretty good...me and my fiance watched that and he's not that into shojo anime)...Midori Days (very cute anime). Fruits Basket is good but not the best I've ever seen.

I like Fruits Basket and Princess Tutu (better than it sounds). YOu can see both in Japanese on youtube but you can see Princess Tutu in English on Anime On Demand. But if you're gonna watch Fruits Basket that I recomend reading the manga first because the anime leaves WAAAAAAAAAAY too much out.

Well, I think that when it's too romantic it becomes boring (i.e Fushugi Yuugi or whatever <_<) that's why I prefer Ranma 1/2 wich is a comedy but when something romantic happens you almost cry (^0_0^). And fruits basket (actually I prefer the manga, they skipped so many things in the anime that is just unbelievable----> (-_-;)*disapointed* )

I'd recomend Mermaid Melody Pichi Pichi Pitchi, Paradise Kiss, and Peach Girl. Well, I personally really like Mermaid Melody so I really think you should watch that.
